In the movie, Major Motoko Kusanagi is now living in retirement after leaving Public Security Section 9. However, she still keeps a watchful eye over the city and its inhabitants. She is contacted by a young girl named Tachikoma who asks for her help in investigating a strange phenomenon known as the "Solid State Society." The Society is a group of individuals who seek to create a utopian society in the virtual world known as the Net. However, their methods are extreme and dangerous. As Motoko investigates the Society, she discovers that there is much more at stake than just the safety of individuals in the Net. She must work to stop the Solid State Society before their plans to dominate the world become a reality. Along the way, she is reunited with her former colleagues from Public Security Section 9 and they work together to solve the mystery. The movie explores themes such as the relationship between humanity and technology, the concept of identity, and the importance of individual freedom.
