The two corrupt cops, Divinci (played by James Belushi) and Rodriguez (played by Tupac Shakur), work for the LAPD and have been partners for several years. They sell drugs they confiscate from busts and then kill the dealers, leaving evidence to make it look like a gang-related homicide. They then collect the rewards and accolades from the department for taking down gang members.
Their scheme becomes more complicated when they accidentally kill an undercover DEA agent (played by Gary Cole) who was trying to bust them. They decide to cover up the crime by pinning it on a street gang, but their lies and deceit soon catch up with them.
As the investigation into the DEA agent's murder heats up, Divinci and Rodriguez's stories begin to fall apart, and they find themselves in a race against time to avoid getting caught. They start to turn on each other, and their once-solid partnership begins to crumble under the pressure.
The movie explores themes of corruption, loyalty, and the thin line between right and wrong.
