Jesse is a troubled young boy who has been in and out of foster care due to his rebellious and destructive behavior. After being caught vandalizing a theme park, he is placed with new foster parents, Glen and Annie Greenwood, who try their best to give him a stable home.
At the park, Jesse meets Willy, a captive Orca whale who has been separated from his family and kept in a small tank. Jesse and Willy gradually form a bond, and Jesse begins to see that the whale is intelligent and sentient.
With the help of Rae Lindley, a kind whale trainer who works at the park, Jesse starts teaching Willy some tricks. They become a popular attraction at the park, and Jesse finds a sense of purpose and belonging in the work.
However, the park's owner, Mr. Dial, is more interested in making money than in the welfare of the animals. He plans to sell Willy to an aquarium and kill him for his meat. Jesse and his new family, along with Rae, try to save Willy from this fate and reunite him with his family in the ocean.
In the climactic scene of the movie, Jesse climbs into Willy's tank to coax him into jumping over the wall and into the ocean. The stunt succeeds, and Willy swims away to freedom as the crowd cheers.
The theme of the movie is about the importance of respecting all living creatures and treating them with kindness and compassion. It was a huge commercial success and inspired a number of sequels.
