In the film, Chan Ka-Kui (played by Jackie Chan) is called upon by Interpol to help track down a dangerous weapons smuggler named Tsui (played by Jackson Liu). Tsui has stolen a nuclear warhead and is also responsible for various other terrorist acts.
Chan goes undercover to get close to Tsui's sister, who can help lead him to Tsui. However, Chan soon discovers that there is more going on than meets the eye. A group of criminals posing as Russian intelligence officers are using Tsui as a pawn to carry out their own agenda.
In addition to dealing with these threats, Chan must also contend with a team of American FBI agents who are also hunting down Tsui. Despite working with Interpol, Chan often finds himself at odds with the other law enforcement agencies due to his unorthodox methods.
The action-packed film features numerous fight scenes and stunts, including Chan skiing down a mountain and battling bad guys on a collapsing bridge. It also highlights the comedic side of Chan's acting, with several humorous moments interspersed throughout the film.
