In the alternate reality of the movie, World War II ended with a victory for Nazi Germany and the Third Reich has managed to keep their war crimes against Jews and other marginalized groups a secret. It is now the 1960s, and Germany is preparing to host a global summit as part of their efforts towards peace.
An American journalist named Joe, played by Rutger Hauer, is sent to Berlin to report on the event. He is a former solider and a skeptic when it comes to the Nazi regime's PR. His skepticism only grows when he is contacted by a mysterious woman who claims to have discovered evidence of mass killings.
Meanwhile, a German homicide cop, Xavier March, played by Miranda Richardson, is assigned to investigate the death of a top-ranking Nazi official. When March uncovers a plot to destroy all evidence of the genocide and the secrets that the Nazi regime has been hiding, she teams up with Joe to uncover the truth.
As they dig deeper, they realize that the Nazi leadership is preparing to launch "Operation Phoenix" and destroy all evidence of the past while continuing their reign of terror. The duo finds allies in an underground resistance movement, and together they race against time to stop the Nazis from carrying out their plan.
As they begin to unravel the shocking truth, Joe and March find their lives threatened, and they must fight to survive and bring the truth to light.
In the end, Joe and March succeed in stopping Operation Phoenix, and the truth about Nazi Germany's crimes is finally revealed to the world. The movie ends with a message of hope for a better future and a reminder that evil must always be fought against.
