The movie takes place in a future version of America where a major terrorist attack has led to the creation of the ODIN system. The system is run by the Department of Homeland Security and features millions of robotic surveillance cameras that are linked together to create an all-seeing network.
The main character is an agent for the Department of Homeland Security who becomes suspicious of the system after a series of odd murders in which the physical evidence doesn't match up to what the video records show. He begins to investigate the system on his own, working outside of the government's control.
As he digs deeper, he discovers that the Eyeborgs are not only being used for surveillance, but also for targeted assassinations in order to suppress and control the opposition. He also discovers that a group of terrorists has gained control of the system and is using it to carry out their own agenda.
The agent teams up with a group of activists and outsiders to take down the Eyeborgs and expose the truth behind the ODIN system. The movie is a commentary on the dangers of government surveillance and the potential for it to be used for nefarious purposes.
