The movie revolves around the story of Lieutenant-Colonel Roberto Nascimento, who is the captain of the BOPE (Batalhão de Operações Policiais Especiais). After a bloody invasion of the BOPE at the High-Security Penitentiary Bangu 1 in Rio de Janeiro to control a rebellion of interns, Lieutenant-Colonel Nascimento and Captain André Matias are accused of executing prisoners.
The Human Right Aids member Diogo Fraga accuses them of carrying out extrajudicial killings. Matias is transferred to the corrupt Military Police, and Nascimento is exonerated from the BOPE by the Governor.
The story takes a turn when Nascimento discovers that corrupt cops, politicians, and businessmen are collaborating with organized crime to control the favelas (slums) of Rio de Janeiro. The favelas serve as a hub for drug trafficking, and the corrupt people involved in these activities are trying to make money out of it.
Nascimento chooses to team up with a young and honest police officer named Francis to tackle the problem. They start investigating the corrupt people and criminal networks involved in drug trafficking. Meanwhile, Nascimento's wife, Rosane, is running for city council against a corrupt politician named Diogo Fraga, who is trying to cover up his involvement in the crimes.
The movie showcases the inner workings of the Brazilian police system, the role of corruption, and the challenges faced by honest police officers in trying to expose the criminal networks. It also shows the social and economic divide in Rio de Janeiro, where people in favelas struggle to survive, while the rich prosper.
The movie's climax is when Nascimento and Francis come face to face with the drug lord responsible for the drug trafficking in Rio de Janeiro. The drug lord is a powerful politician who has bought the loyalty of many cops and government officials, making it hard for Nascimento and Francis to bring him down.
In the end, the movie leaves the audience with a thought-provoking message about corruption, power, and justice. It highlights the importance of fighting corruption and standing up for the truth, even if it means going against the system.
