The fiery young woman, named Ember, is a fire resident who runs a successful restaurant that serves dishes cooked with her own flames. However, Ember is struggling to maintain the business due to a lack of resources and the growing hostility between the different elemental groups in the city. Meanwhile, the go-with-the-flow guy, named River, is a water resident who works as a boat tour guide and spends his free time exploring the city's waterways. River is content with his simple life but feels unfulfilled.
Their paths cross when Ember accidentally sets fire to River's boat during a clash between the fire and water residents. Despite their initial animosity towards each other, they can't help but feel drawn to one another. As they start to spend more time together, they realize they have more in common than they thought.
