Jerry Shaw (Shia LaBeouf) is a disenchanted copy technician who has been struggling to find work after dropping out of Stanford University. Meanwhile, Rachel Holloman (Michelle Monaghan) is a single mother whose young son is about to leave for a school band trip to Washington, D.C.
One day, Jerry receives a mysterious call from an unknown woman who warns him that the FBI is about to raid his apartment. Moments later, his brother is killed in a car accident and Jerry is framed as a terrorist. A similar call is made to Rachel, who is told to follow a set of instructions that lead her to a package containing explosives.
Though skeptical of each other, Jerry and Rachel follow the mysterious woman's orders in order to protect their loved ones. With each task, however, they become increasingly embroiled in a dangerous plot that involves advanced surveillance technology and government conspiracy.
Along the way, Jerry and Rachel meet up and reluctantly team up to uncover the truth behind the woman and the threats against them. They are joined by a government agent, Thomas Morgan (Billy Bob Thornton), who initially pursues them but eventually believes their story and helps them.
The trio race against time to stop a terrorist attack that will endanger thousands of lives, while being pursued by the FBI and the woman's shadowy organization. In the end, they unravel the true identity of the mysterious caller and prevent the disaster.
