Alex Gardner, played by Dennis Quaid, is a psychic who has the ability to enter people's dreams. He is recruited by Dr. Paul Novotny, played by Max von Sydow, to participate in a top-secret government project that aims to use psychics to help people overcome their nightmares. The project is run by a team of scientists, led by Dr. Jane DeVries, played by Kate Capshaw.
Alex is initially hesitant to join the project, but after he discovers that he can earn money from it, he agrees to take part. He soon learns that he can use his powers to manipulate dreams, which allows him to overcome his own personal demons. As he becomes more adept at entering dreams, Alex uncovers a sinister plot to use the technology for nefarious purposes.
When a high-profile politician named Eddie Albertson, played by Eddie Albert, suffers a heart attack and dies in his sleep during a dream experiment, Alex becomes suspicious that one of the other psychics is causing the deaths. He teams up with fellow psychic, Tommy Ray Glatman, played by David Patrick Kelly, who has a troubled past and is angry at the world. Together, they uncover a plot by Dr. Novotny to use the psychic technology to assassinate the President of the United States.
Alex and Tommy infiltrate the President's dreams, where they discover that Novotny has a powerful psychic weapon that he plans to use to kill the President. In a tense climax, Alex and Tommy use their abilities to battle Novotny's psychic weapon and save the President.
In the end, Alex realizes that the dreamscape technology has too much potential to be abused and decides to destroy it, putting the world back to sleep. The movie ends with Alex using his own psychic powers to enter Jane's dreams, suggesting that they will start a romantic relationship.
