In Detective Dee: The Four Heavenly Kings, Dee is tasked with protecting Empress Wu Zetian's rule and investigating a series of anomalies in Loyang. He is accompanied by his trusted allies, including the former martial arts master Shatuo and the sorceress Yin Ruiji.
As he delves deeper into the mysteries, Dee discovers a conspiracy involving a group known as the Phantom Bazaar, who are seeking to overthrow the empress and take control of China. The warriors in Chiyou masks and the talking foxes are revealed to be controlled by Phantom Bazaar members using advanced technology and magic.
Dee and his allies must use their skills and wits to unravel the conspiracy and stop the Phantom Bazaar's plans. Along the way, they encounter formidable opponents, including the Four Heavenly Kings, a group of powerful martial arts practitioners with their own mysterious agenda.
