The movie starts with a tense game of Russian roulette being played by a man and woman in a hotel room. The woman urges the man to stop, but he continues to play, and eventually kills himself.
Meanwhile, Conan, Ran and her father Kogoro are attending a police ball. During the event, several police officers are murdered by an unknown assailant. Ran witnesses an attempt on the life of her friend Kazunobu Chiba, and in the process, she falls down a flight of stairs and loses her memory.
Now, Conan and Inspector Megure must find the murderer while Ran attempts to regain her lost memories. They discover that all of the victims had ties to a robbery that took place years ago, in which the robbers were never caught. The assailant is seeking revenge on the officers involved in the unsolved case.
As the investigation progresses, Conan and Megure become convinced that the culprit is one of the police officers themselves. They start to suspect Ran's father Kogoro, who was one of the officers involved in the robbery.
In the end, Conan and Megure uncover the truth behind the crime, and Ran's memory is restored. It is revealed that the real culprit was one of the guests at the ball, who had been hired to kill the police officers. In a dramatic showdown, Conan and Megure apprehend the killer, and justice is served.
