Russell Stevens is a successful black police officer who is handpicked by his superiors to go undercover as a drug dealer to bring down the head of a powerful drug cartel. He is initially hesitant about taking on the dangerous assignment, but accepts it as a way to make a difference in the fight against drugs.

Stevens is given a new identity as John Hull, a small-time drug dealer, and begins working his way up the drug chain. As part of his cover, he befriends David Jason, a wealthy lawyer and drug hobbyist, who introduces him to the world of high-end drug dealing.

Through Jason, Stevens meets Felix Barbosa, the Colombian foreign minister's nephew and the mastermind behind the drug trafficking operation. Stevens gains Barbosa's trust and becomes involved in the inner workings of the cartel.

As John Hull, Stevens becomes increasingly caught up in the world of drug dealing and starts to question his own allegiances. He becomes romantically involved with a fellow undercover agent, Taft, and becomes conflicted about the morality of his actions.

The tension builds as Stevens gets closer to his target, and the cartel starts to suspect a mole within their ranks. Stevens must navigate the dangerous world of drug cartels and maintain his cover to bring down the powerful operation.

In the end, Stevens is successful in taking down Barbosa and his drug empire, but at a great personal cost. He is faced with the reality of the harsh consequences of his actions and the corrupt system he was trying to change.
