Robert "Tank" Winsley is a talented sculptor struggling to make ends meet. One day, he is approached by Dr. Magrew, a brilliant but eccentric scientist who offers him a job working on a special puppet. The puppet is no ordinary one; it is imbued with the life-giving fluid formula of Andre Toulon, a legendary puppet master who discovered the secret of giving life to inanimate objects.

As Robert works on the puppet, he falls in love with Jane, the doctor's beautiful daughter. Jane is sceptical of her father's work and warns Robert of his true intentions - to create a perfect race of puppet humans. However, Robert is so engrossed in his work that he fails to see the bigger picture.

As the project progresses, Jane discovers a "matt puppet", a puppet that has been imbued with the life-giving fluid but is not fully finished. She finds out that it was made by Dr. Magrew's previous assistant, whom he fired for not following his orders. Jane brings the puppet back to the laboratory, and Robert is amazed at Dr. Magrew's work.

However, things take a dark turn when Dr. Magrew's experiments start to go wrong. The puppets begin to behave strangely, and Robert starts to notice that they are not just lifeless objects - they are alive. He discovers that Dr. Magrew has succeeded in putting a living human, Robert himself, into the puppet he carved. Robert is horrified, and he and Jane must work together to stop the doctor's twisted plans and save themselves from being turned into lifeless dolls forever.
