The dangerous ex-convict in whom Bill Pope's memories are implanted is named Jericho Stewart. Jericho is a ruthless and violent criminal who has been in and out of prison his entire life. He is serving a sentence for a brutal assault when he is selected for the memory transfer operation. Although the procedure is experimental, the CIA believes it is their only hope of stopping The Dutchman.
Initially, Jericho is resistant and hostile towards the people trying to help him. However, as Bill Pope's memories begin to take over, he starts to feel remorse for his past actions and becomes more cooperative. He begins to work with the CIA team, which includes a doctor named Franks and the chief of the operation, Quaker Wells.
The team works to uncover The Dutchman's location by tracing his online movements. They discover that The Dutchman plans to sell a powerful hacking tool to a dangerous North Korean terrorist, which would enable the terrorist to remotely control America's nuclear arsenal. The CIA realizes they must stop The Dutchman at all costs.
As Jericho progresses through Bill Pope's memories, he gradually pieces together the clues needed to find The Dutchman. Along the way, he faces dangerous opponents, including an assassin hired to kill him. Eventually, Jericho and the CIA team locate The Dutchman in Amsterdam.
In the climactic scene, Jericho and The Dutchman engage in a brutal showdown that leaves Jericho severely injured. Though seriously wounded, Jericho manages to stop The Dutchman's plan from launching the missiles and saving the world from nuclear war. The movie ends with Jericho returning to his old life, knowing he has helped save the world and changed his ways for the better.
