The film follows Freddy Heflin, played by Sylvester Stallone, a sheriff in a small New Jersey town populated by New York City police officers who have been given special privileges to live there. Freddy's admiration for these officers is challenged when he is called upon to investigate a hit-and-run accident involving several of them, which leads him to uncover a web of corruption and deceit.
As Freddy delves deeper into the investigation, he discovers that the officers in Cop Land are involved in everything from drug trafficking to police brutality and even murder. Despite the pressure from his fellow cops and the town's powerful figurehead, Ray Donlan, played by Harvey Keitel, Freddy is determined to bring the truth to light and hold the corrupt officers accountable for their actions.
As the tension mounts, Freddy finds himself caught between protecting the people he once idolized and upholding the law. With his reputation and even his life on the line, Freddy must navigate a treacherous path to justice, ultimately realizing that no one is above the law, not even his heroes.
