Tony Costas, played by comedian Jay Leno, is a Detroit cop who has a reputation for being reckless and breaking the rules. He is paired with Inspector Fuji, played by actor Pat Morita, who is visiting from Japan to investigate a missing Japanese engineer who has plans for a revolutionary new car part.
At first, the two men clash due to their vastly different personalities and perspectives. Costas is loud, brash, and politically incorrect, while Inspector Fuji is reserved and by-the-book. However, as they work together to solve the case, they begin to see each other's strengths and begin to respect each other.
Along the way, they encounter various obstacles and adversaries, including a gang of thugs led by the ruthless drug lord Roscoe (played by Chris Sarandon), who are also searching for the engineer and the valuable plans for the car part.
