The terrorist attack in London creates a tense atmosphere between the government and its citizens, with the authorities scrubbing any potential threats to national security. The suspect, Farroukh Erdogan, is arrested and charged with the crime. Claudia Simmons-Howe is appointed as his special advocate, meaning that she must examine classified evidence on his behalf.
Martin Rose, a lawyer and Claudia's former lover, is assigned as Erdogan's defense attorney after his predecessor dies. As they work together, Martin and Claudia begin to uncover a complex web of secrecy and greed that suggests Erdogan may have been framed for the attack.
