In Clear and Present Danger, Jack Ryan (played by Harrison Ford) is an analyst for the CIA who is promoted to Deputy Director of Intelligence after his boss suddenly dies. He soon learns that the President's close friend and National Security Advisor, Admiral James Greer (played by James Earl Jones), is suffering from leukemia and has not long to live.
At the same time, a Colombian drug cartel is becoming more and more powerful, and the US government decides that it must take action against them. The President authorizes a covert operation called "Operation Reciprocity" to fight the cartel, but the operation quickly turns illegal when the CIA Director, Ritter (played by Willem Dafoe), starts using unapproved methods to accomplish its goals.
As Ryan investigates the operation, he realizes that Ritter and the other officials involved have gone too far and are putting innocent lives at risk. Ryan tries to stop the operation, but it's too late and the situation spirals out of control.
Throughout the movie, Ryan is faced with difficult decisions and is forced to choose between his loyalty to the CIA and his commitment to stopping illegal actions that are harming innocent people. In the end, he works with other officials to expose the illegal operation and bring those responsible to justice.
