The movie takes place after the events of the second film, in which the Nukamama Power Plant exploded and caused widespread mutations throughout Tromaville. Roger and Adlai are leading the effort to rebuild the town and create a society where humans and subhumanoids can coexist peacefully.
However, their plans are disrupted when Dick, Adlai's twin brother who was kidnapped at birth and raised by the evil Power Clite, returns to Tromaville with an army of mutant subhumanoids. Dick wants to take over the town and turn it into a nuclear waste dump, which would make him and Power Clite very rich.
The conflict escalates into an all-out war between the forces of good and evil. Roger, Adlai, and their allies – including the lovable and mutated Tromie – must fight to protect Tromaville from destruction. The battle scenes are filled with over-the-top special effects and over-the-top humor, typical of the Troma Studios style.
Ultimately, the fate of Tromaville hangs in the balance as the opposing forces clash in an epic sci-fi showdown. The Good, the Bad, and the Subhumanoid is a fitting and hilarious finale to the Class of Nuke 'Em High trilogy.
