The movie follows the adventures of Roger Smith, a student journalist, as he uncovers the truth behind the strange happenings at Tromaville Tech. He teams up with a group of rebels who are fighting against the evil Professor Holt and his army of sub-humanoids.
As the story progresses, the sub-humanoids start to develop emotions and rebel against their creators. Meanwhile, the students at Tromaville Tech are exposed to dangerous levels of radiation from the nuclear plant, leading to grotesque mutations and bizarre behavior.
