Ko Chow, the protagonist, is a young and inexperienced police officer who is forced into an undercover mission to infiltrate a gang of jewel thieves led by the ruthless Li Ah Chai. As he becomes more deeply involved with the gang, he begins to feel conflicted about his loyalties. He is torn between his duty to the police force and his sympathy for the gang members, who are often portrayed as victims of society.
