Keyshawn Watson and T.A. Smith are two best friends who have been living a dangerous life in the rough city of Milwaukee. They are involved in gangs and criminal activities, and as a result, they have many enemies who are out to get them. Despite their risky lifestyle, they have managed to stay under the radar for a long time, until the FBI starts taking notice of their activities.
Li Chan, an agent with the FBI, approaches Keyshawn and T.A. with an offer they can't refuse. She offers to help them get away with their illegal activities and protect them from the law, in exchange for their help with a major operation she is working on. Keyshawn and T.A. see this as their chance to finally get out of the game, and they agree to work with Chan.
Things start going well for the trio, until a series of brutal murders take place in the city, and all the fingers start pointing towards Keyshawn and T.A. The FBI is under pressure to solve the case, and Chan's unethical dealings with the duo start to come to light. To make matters worse, Chan's partner, Greg Daley, discovers what she is up to and decides to take things into his own hands.
As tensions rise and the chase for the killers becomes more intense, Keyshawn and T.A. find themselves caught up in a dangerous game of cat and mouse, with the law on their heels and enemies on every side. They must use all their wits and skills to stay alive and clear their names, before it's too late.
