Rock Reilly and Eddie Devane are two Navy men who are tasked with escorting a beautiful female prisoner, Toni Johnson, from a naval detention center in Norfolk, Virginia to a military prison in California. Toni is a feisty and flirtatious blonde bombshell who has a way of getting under the skin of the two officers who are escorting her.
As they drive across the country, they encounter a series of wacky and unpredictable adventures, including a stolen car, a bar brawl, a run-in with the police, a flamboyant gay man, and a crazy ex-girlfriend. Along the way, Toni reveals herself to be a skilled con artist who is able to manipulate both Rock and Eddie with her charm and wit.
Despite the chaos and tension of their road trip, Rock and Toni begin to develop a romantic connection. However, when they arrive at the military prison and Toni is handed over to the authorities, Rock realizes that he has fallen in love with a woman who may not be what she seems.
