He enlists the help of his protégé, Michael Scanlon, who is a former aide to Tom DeLay, the Republican Majority Leader.

Together, Abramoff and Scanlon set up a complex network of shell companies and non-profit organizations, which they use to disguise their illegal activities. They also engage in shady deals with Native American tribes, exploiting their casinos and embezzling millions of dollars in the process.

As their schemes grow more audacious and their payouts become larger, Abramoff and Scanlon become increasingly reckless. They finally get caught when one of their associates turns on them. The ensuing investigation leads to both men being sentenced to prison for multiple counts of fraud, conspiracy, and tax evasion.
