The towers in question are called the Bell Tree Towers and they are considered to be a landmark of Tokyo. As the grand opening of the towers approaches, a series of murders take place, leaving the police baffled as they cannot find any connection between the victims. Conan, who is actually the teenage detective Shinichi Kudo, suspects that the Syndicate, a criminal organization that he has been trying to bring down, might be behind the murders.
Conan investigates the case along with his friends from the Junior Detective League and his love interest, Ran Mouri. Meanwhile, the police receive a warning from the Syndicate that they would blow up the Bell Tree Towers on the day of the grand opening. Conan and his friends manage to sneak into the towers and discover the intended location of the bomb. However, they are discovered by the Syndicate members who have taken over the security system.
Conan and his friends engage in a deadly game of cat and mouse with the Syndicate members, trying to disarm the bomb and keep themselves safe at the same time. They finally manage to overpower the Syndicate members and save the day just in time for the grand opening. The movie ends with Conan declaring that he will continue to fight the Syndicate until they are brought to justice.
