Sgt. Ray Elwood is a charming yet cunning soldier who runs a black market in the midst of the Cold War. His life takes a turn when a new first sergeant, Robert E. Lee, arrives at the camp and starts making sweeping changes to the way things are run.
Lee isn't like any other sergeant-at-arms, as he's a stickler for rules and regulations and is determined to clamp down on rampant drug use within the camp.
