Axel Foley, a dedicated and tough detective in the Detroit Police Department, receives a distressing call from his childhood friend Mikey Tandino, who has just been murdered in Beverly Hills. Foley travels to Beverly Hills, despite being explicitly ordered not to interfere in the case, to find the killer. According to Foley, their friendship dates back to their childhood and his friend had recently started a job as a security guard at a wealthy Beverly Hills art gallery. It was at this gallery that Mikey saw something he shouldn't have and paid the price with his life.
Foley uses his streetwise tactics and know-how to investigate the murder, posing as a wealthy businessman from Detroit to infiltrate Beverly Hills' high society. Soon, he discovers that his old friend Mikey was killed because he discovered a shipment of heroin, and got too close to uncovering a major drug trafficking ring run by a wealthy art dealer, Victor Maitland (Steven Berkoff).
Foley soon joins forces with another Beverly Hills cop, Billy Rosewood (Judge Reinhold), who is skeptical of Foley's unconventional methods, but soon comes to appreciate his effectiveness. Together, they end up uncovering a web of corruption and solving the case, taking down Maitland and his associates.
