The movie begins with a flashback to Shuya Nanahara's journey in the previous Battle Royale, which ultimately led him to become a terrorist. The Japanese government, seeking to eliminate Nanahara and the Wild Seven, enlists the help of a former teacher, Riki Takeuchi, to lead a new group of students on a mission to kill Nanahara.
The new group of students consists of 42 students, each paired with a partner, and equipped with a variety of weapons. The students are dropped onto an island, where they are informed of their mission to kill Nanahara within three days. If they fail, their electronic collars will detonate.
As the students begin their mission, they encounter resistance from Nanahara's supporters, who are fiercely loyal to him and willing to fight to the death to protect him. The students also begin to question their mission and the morality of killing another human being, leading to conflicts and alliances forming amongst the group.
Meanwhile, Nanahara and the Wild Seven have their own plans to take down the government and the Battle Royale program. The two opposing groups clash in a series of intense battles, resulting in high casualties on both sides.
Ultimately, the students are faced with a decision: to continue their mission and possibly die, or to join forces with Nanahara and fight against the corrupt government. The movie ends with a dramatic, violent showdown between the students, Nanahara, and the government forces.
