Calvin Dexter, played by Sam Elliott, is a retired CIA agent who now works as a private specialist in cases that fall outside the realm of regular legal channels. He is approached by Stephen Edmonds, a wealthy businessman, to locate his missing son, Richard 'Ricky' Edmunds. Ricky had been working with a Canadian war victims charity in Bosnia and had gone missing.
As Dexter begins his investigation, he discovers that Ricky was brutally beaten and drowned by Serbian paramilitary 'order' led by Zoran Zilic. Ricky's only crime was helping street boys from the other side of the conflict.
Dexter offers to "finish the job" by killing the war criminals responsible for Ricky's death, as he believes they will not face justice through the regular legal system. However, his plan is obstructed by CIA deputy director Paul Devereaux, who wants to utilize Zilic for a nuclear arms project.
Frank McBride, a CIA troubleshooter played by Timothy Hutton, is ordered to protect Zilic and deal with Dexter. However, Dexter is difficult to control and independent-minded. In the end, Dexter is able to carry out his revenge on Zilic and his cronies, but not before McBride and Dexter face off in a violent final showdown.
The film is based on a novel by Frederick Forsyth and was directed by Robert Markowitz. It premiered on television in 2006.
