The Mystery Gang, consisting of Fred, Daphne, Velma, Shaggy, and Scooby-Doo, travel to Hawaii to participate in the Big Kahuna of Hanahuna Surfing Contest. However, they soon learn that the island is being haunted by the malevolent spirit of Wiki Tiki, a Hawaiian deity who is seeking revenge on those who have desecrated his sacred grounds.
The gang teams up with two locals, Manu Tuiama and his sister, Mahalo, to investigate the strange occurrences plaguing the island. They discover that Wiki Tiki's spirit has been awakened by the construction of a new resort on the island, which has disrupted the natural balance of the area.
The gang encounters a series of challenges as they try to solve the mystery, including dangerous waves, exploding volcanoes, and encounters with Wiki Tiki's demonic minions. Throughout their adventure, they are aided by various surfers and locals, such as the famous surfer Duke Kahanamoku and the mysterious Liloa, who possesses mystical powers.
Eventually, the gang uncovers the truth behind the haunting and realizes that the villain responsible for awakening Wiki Tiki is an old enemy of theirs, who seeks to exploit the island's valuable resources for his own gain. Together, the gang and the locals work to stop the villain and appease Wiki Tiki's wrath, restoring the island's natural balance and peace.
