When Tommy arrives in San Diego, he meets up with his contact, Charlie (David Spade), who is supposed to pick up the bag with the heads. However, Charlie mistakenly takes the wrong bag which belongs to a group of college students on a vacation. As Tommy desperately tries to track down the bag, chaos ensues as the unsuspecting students discover the gruesome contents of the duffel bag.
Meanwhile, the rival mobsters are growing impatient and suspicious of Tommy's whereabouts. They send out their own hitman, a ruthless and eccentric assassin named Dick (Todd Louiso), to find Tommy and retrieve the heads.
As Tommy and Charlie frantically try to locate the missing bag, they encounter a series of hilarious and increasingly absurd situations. From getting involved in a high-stakes poker game to accidentally kidnapping a dog, their misadventures lead to a wild and unpredictable chain of events.
