In 23 Paces to Baker Street, Philip Hannon is a successful playwright who lost his sight in a car accident. One day, while sitting in a pub, he overhears a group of men discussing the kidnapping of a young boy for ransom. Unable to see the men, Hannon can only hear bits and pieces of the conversation, but he realizes that the kidnappers are planning to meet in Baker Street.

When Hannon goes to the police with his information, they dismiss him as a crank, thinking that a blind man cannot possibly have heard what he claims to have heard. Frustrated and determined to help the kidnapped child, Hannon enlists the help of his loyal butler, Bob, and his ex-fiancée Jean Lennox, who is now a successful actress.

Together, the three of them set off on a thrilling journey through London as they try to piece together the clues and track down the kidnappers.
