The aging cop is Jack Mosley (played by Bruce Willis), a worn-out detective who is just hours away from retirement. The witness is Eddie Bunker (played by Mos Def), a chatty small-time criminal who has agreed to testify against corrupt police officers in exchange for a reduced prison sentence.

Jack is initially reluctant to take on the task of escorting Eddie to the courthouse, but he reluctantly agrees to do so. However, what was supposed to be a routine job quickly turns into a deadly game of cat and mouse as they try to make their way through the 16 blocks of Manhattan that separate them from the courthouse.

The corrupt officers who are desperate to prevent Eddie from testifying are hot on their heels, and they will stop at nothing to make sure that he never makes it to the courthouse alive. Along the way, Jack and Eddie must overcome numerous obstacles, including shootouts, car chases, and physical confrontations.

As they make their way to the courthouse, Jack begins to see Eddie in a different light, and the two men form an unlikely bond. In the end, they must use all of their wits and skills to outsmart their pursuers and reach the courthouse before it's too late.
