In 102 Dalmatians, Cruella De Vil has been rehabilitated and released from prison after undergoing therapy for her obsession with fur. However, Cruella soon falls back into her old ways and begins plotting to steal the puppies again, this time with the help of a French fashion designer named Jean-Pierre LePelt.
Oddball, a Dalmatian puppy without spots, becomes determined to earn her spots and teams up with Waddlesworth, a talking parrot who believes he is a Rottweiler, to stop Cruella's plans. Along the way, they receive help from various animal friends, including a wise-cracking macaw and a group of fearless junkyard dogs.
As they race to save the puppies, Oddball and Waddlesworth face numerous obstacles and close calls but ultimately manage to outsmart Cruella and save the day. The film ends with Oddball finally earning her marks and Cruella starting a new life as a dog-loving philanthropist.
